1. Assess damage to primary meeting posts, EOC's churches, schools, civic centers etc. and determine if they are habitable.

2. Access each home n respective area boundaries by an exterior walk around - taking quick note of condition for future reference. At this time we should be able to determine which of the homes will be able to be habitable. At this time also check for gas and water leaks and take necessary precautions to make them safe.

3. Clear roadways to initially provide access though the neighborhoods and between EOC's. Later this debris will need to be moved to another storage area to await city wide cleanup, such as vacant lots, school grounds etc.

4. Make unstable houses secure using materials that can be found. Search for plastic or plywood for windows and doorways. Some resources may be able to be scavenged off destroyed buildings and homes.

5. Encourage people to store in advance 4-6 mil plastic staple guns and duct tape.

6. Organize a team of framers, plumbers, electricians and HVAC personnel to go into homes that need repairs and make them habitable. Start with lightly damaged then work you way to the heavy damaged.
