Policy Implementation Procedure

1.0 PURPOSE

To provide a systematic process by which individual Corporate or Team policies and procedures are initiated, properly reviewed, approved and disseminated.

2.0 AUTHORITY

The process herein described provides for the definition, recording, approval and distribution of AVERT Corporate policies and procedures. The AVERT Policies and Procedures manual is the minimum controlling document for all AVERT Members, Directors, Officers, AVERT Committees or other Corporate subdivisions.

3.0 DEFINITIONS

3.1 Corporate policies and procedures are those which effect the AVERT organization. Board members and District Representatives, are within the AVERT organization and are responsible for policies that relate solely to their operations. These responsibilities include the implementation, modification, and distribution of policies, which must conform to existing state and federal laws.

3.2 Standard operating manuals encompass types of regulations that do not rise to the level of formal policies. Such manuals deal with and provide direction for day-to-day team operations.

3.2. ORGANIZATION: Any Member Team, District Representative, Committee or other subdivision authorized by the Board, within the State of Utah whose operations are funded by AVERT. The "organization" is the standard term to reference subdivisions of the AVERT Board. Financial policies of AVERT provide that accounting, budgeting and fixed asset information be maintained by "organization." Each AVERT subdivision is assigned a unique "organization" number that is maintained in the AVERT Financial System.

4.0 POLICY INITIATION, MODIFICATION, AND IMPLEMENTATION

4.1 Any policy statement made by the AVERT Board of Directors shall be transmitted, along with appropriate notes or minutes, to the Team Support Subcommittee Chairperson.

4.2 The Chairperson, in coordination with the appropriate committees, representatives or Board members shall adapt the proposed policy statement into proper policies and procedures format.

4.3 Should there be any question of the language or intent of the proposed policy, or its consistency with applicable laws and ordinances, the issuing organization shall contact the Corporate Attorney's Office for clarification.

4.4 The Corporate Attorney shall review the proposed policy, mark it "Approved as to Form", or provide written documentation why it cannot be so approved and return such to the Team Support Subcommittee.

4.5 The revised proposed policy must then be submitted to the issuing organization for approval.

4.6 The issuing organization must submit the proposed policy to the AVERT Board of Directors for final approval.

4.7 After adoption, policies shall be recorded, printed and distributed to all appropriate organizations by the Record Keeping Committee.

4.8 There shall be an official record of these policies and provision for any changes, additions, or deletions.

4.9 Policies shall become effective fifteen (15) calendar days after approval by the AVERT Board of Directors unless otherwise specified.

5.0 STANDARD OPERATING MANUALS

5.1 Grid Leaders and Team Leaders may adopt standard operating manuals which deal with and provide guidance to volunteer employees regarding training operations, safety concerns, the operation of equipment, vehicles and devices, approved methods of accomplishing tasks and work assignments, and similar matters.

5.2 Standard operating manuals shall be approved by the Grid or Team Leader, but need not be reviewed and approved by the AVERT Board of Directors or the Corporate Attorney's Office.

5.3 Should there be any concerns regarding the manual or its' consistency with applicable laws, ordinances or AVERT Policies, the Corporate Attorney's Office should be contacted for assistance.

5.4 Grid Leaders and Team Leaders shall be responsible for ensuring that Standard Operating Manuals are kept current and are made readily available to all volunteer employees affected thereby.
